Our mission is to uplift underprivileged and differently-abled communities across Sri Lanka by creating pathways of education, skill development, and leadership. We are committed to empowering youth with the knowledge, confidence, and opportunities needed to rise beyond socioeconomic limitations. Through inclusive training programs, accessible education, and community-driven initiatives, we aim to nurture self-reliant individuals who contribute meaningfully to society while promoting equality, dignity, and compassion for all.

Reaching the Unreached — A Cry for Hope

The Beginning: A Land of Promise and Pain
 
In the heart of Sri Lanka’s rural villages, life unfolds quietly between fields, rivers, and dirt roads. These are lands rich in heritage—home to Indigenous families and humble communities who carry the warmth of tradition, the dignity of simplicity, and the strength of generations.
 
Yet, behind this beauty lies an untold struggle. Young people filled with dreams often find their hopes dimmed by the reality of unemployment. Families work tirelessly, but still, the weight of poverty keeps them grounded. Children with special needs remain isolated—not because of incapability, but because of inaccessibility. And amid all this, a deep yearning persists: a desire to rise.
It was within this silence that Sheppard Charity Trust decided to act—not as donors, but as dream-weavers.
 
The Vision: Empower 2030
 
The Trust envisioned a Sri Lanka where no one is left behind—where every youth, every mother, and every child, regardless of origin or ability, could walk with confidence toward a better tomorrow.
This vision took form as “Empower 2030”—a transformative journey to uplift Indigenous and rural low-income communities through leadership, entrepreneurship, and inclusion. It wasn’t just a project; it was a movement of empowerment, dignity, and hope.
 
The Heart of the Mission
We are aiming to empower 5,000 young people with skills that transcend textbooks—leadership, digital literacy, and entrepreneurship—and to guide 1,000 families out of poverty through micro-business creation, farming, and social enterprise. But that wasn’t all. There was another silent cry that needed to be heard: the children living with autism, often unseen and unspoken for. For them, Sheppard Charity Trust pledged more than words—they promised movement. A Mitsubishi Fuso Bus (2013 model) was planned, specially equipped to carry children safely to schools, therapy centers, and community events. For many, it would be their first ride toward belonging.
 
The Seeds of Change: Where It All Begins
The story begins in three corners of Sri Lanka, Batticaloa, Badulla, and Colombo—where Youth Leadership and Public Speaking Centres will rise like lighthouses of hope. Here, young men and women will find their voice. They will learn not only how to speak but how to be heard.
 
In nearby villages, families will join the Business Incubation Program, learning how to turn their ideas into income. With guidance and seed funding, they’ll start small—selling organic produce, handmade crafts, or digital services—and grow their confidence with every sale.
 
And in the midst of paddy fields, new Community Farming Projects will take root. The soil, once a symbol of survival, will now become a symbol of sustainability. Every crop grown will feed a family, every sale will sustain a dream, and every rupee earned will fund another act of kindness.
 
The People Behind the Mission
No story is complete without its heroes. Behind every plan is a team—15 dedicated professionals who will carry this mission forward:
A CEO and COO to lead, an HR and Finance team to ensure fairness and accountability, trainers and field officers to reach every community, and designers and marketers to tell the world that change is happening.
To move across provinces, the Trust will invest in two vehicles: a DFSK Glory 580 SUV (LKR 8.55 million) for coordination and a Toyota KDH 2012 Van (LKR 24.5 million) for outreach. These are not luxuries—they are lifelines connecting people, programs, and possibilities.
 
The Dream Grows Roots
To ensure this dream lives beyond the project’s lifetime, Sheppard Charity Trust will purchase 2–3 acres of land in Batticaloa. This land will become the Youth Empowerment Village—a place where learning, farming, and community meet. It will have classrooms, dormitories, open fields, and laughter echoing through the trees. This land won’t just belong to the Trust—it will belong to the people, a living legacy built from the soil of their own resilience.
 
Guardians of Trust
  • Transparency is the soul of trust. Every rupee—out of the LKR 151 million budget—will be tracked, audited, and reported. Each component has a purpose:
  • Youth Leadership & Training: LKR 40 million
  • Entrepreneurship & SMEs: LKR 25 million
  • Autism Support & Transport: LKR 17.3 million
  • Vehicle Procurement: LKR 33 million
  • Staff & Welfare: LKR 20 million
  • Farming & CSR Projects: LKR 8 million
  • Monitoring & Audits: LKR 4.4 million
  • Contingency: LKR 3 million
  • Annual audits, digital dashboards, and quarterly review meetings will ensure one truth: that this project remains accountable to the people it serves.
Facing the Storms
Every journey faces obstacles—rising costs, natural disasters, or moments of uncertainty. But this plan is built with foresight. A Risk Management and Mitigation Plan is already in place, ensuring quick responses, backup suppliers, financial reserves, and community networks to keep the mission alive even when times are tough.
 
The Legacy We Leave Behind
  • By December 2026, this story will have touched thousands of lives:
  • 5,000 youth will stand as leaders.
  • 1,000 families will run their own businesses.
  • 1,000+ autism students will travel safely and confidently.
  • Hundreds of farms will thrive as self-sustaining community ventures.
  • And when those who once received help start helping others, the circle of empowerment will complete itself.
 
The Call of Tomorrow
This isn’t just a charity project—it’s a movement for justice, inclusion, and empowerment. It’s a story of turning forgotten villages into centers of leadership, turning silence into speech, and turning hardship into harmony.
With each seed planted and each voice trained, Sheppard Charity Trust is writing a new chapter for Sri Lanka—one where empowerment replaces charity and every life becomes a story worth telling.
